CSGKC aims to become global IP hub

A conference was held on Dec 16 to bolster the efforts of turning China-Singapore Guangzhou Knowledge City (CSGKC) into a global hub in intellectual property (IP).

A cooperation agreement was signed between the CSGKC Administrative Committee, Guangdong Center of the Patent Examination Cooperation Office, CNIPA, the Guangdong IP Protection Center, the Guangzhou IP court, and Guangzhou arbitration commission to advance the IP work under the Overall Development Plan for CSGKC (2020-35).

The five organizations will work together to enhance IP protection from the aspects of review authorization, administrative law enforcement, judicial protection, arbitration and mediation, as well as industry self-discipline.

In addition, they will push forward the cultivation of IP talents and explore the establishment of an IP college in collaboration with Singapore. The CSGKC Administrative Committee will release incentive policies for IP talents, while the Guangdong Center of the Patent Examination Cooperation Office will conduct talent training relying on its resources.

The Guangdong IP Protection Center and the CSGKC Administrative Committee will offer strong support for fast reviews, proper safeguarding, and coordinated protection for key new-generation information technology, biomedicine, and other major industries. They will establish a Guangdong-Hong Kong-Macao IP mediation alliance and organize Guangdong-Hong Kong-Macao Greater Bay Area IP trade expos.

The Guangzhou IP court will promote reform and innovation in IP trials, strengthen the matchmaking between IP civil litigation with mediation, as well as promote the establishment of a judicial recognition system for IP dispute mediation agreements.

With an investment of 9 billion yuan ($1.38 billion), the CSGKC will build an IP service park as a high-end platform for comprehensive reforms on national IP exertion and protection.
