GDD leads country in international business environment

The 2nd Forum of International Business Environment in China is hosted by Global Times on Aug 30.

Guangzhou Development District (GDD) ranks 1st among the Top 10 Industrial Parks for International Business Environment, according to an assessment report that was unveiled at the 2nd Forum of International Business Environment in China hosted by Global Times on Aug 30.

Designated as the first business environment reform and innovation pilot zone in Guangdong province in June 2018, GDD boasts convenient administrative services, comprehensive support policies, and innovative measures.

A dedicated task force for business environment optimization has been established in GDD, and a business environment assessment mechanism has taken shape.

GDD has taken the lead in the country to promote the "blockchain + artificial intelligence" business service mode. Business registration can be handled both online and offline within half a day, while the approval time for investment projects has been cut from 110 to 13 working days. A total of 382 business affairs, which involve 15 departments, can be processed at a single service window, with an average time of 10.5 working days.

The district has also set up innovative service "supermarkets" to offer one-stop financial services for private small and medium science and technology enterprises. It was the first in the country to offer a dozen free services for construction projects, such as topographic map surveys and construction drawing reviews.

In addition, GDD boasts comprehensive support policies for the advanced manufacturing, headquarters economy, high-tech, finance, blockchain, new infrastructure, and nanometer industries. It has also issued special policies regarding talents, intellectual property (IP), and power supply.

China's first private economy and enterprise service bureau is in GDD, which also is home to the sole district-level IP bureau in the country.
