South China's Guangdong rolls out contract-based observers for business environment

Twenty people officially took office as contract-based observers to monitor and evaluate the progress ofthe localbusiness environment at a ceremony held in the district of Huangpu in Guangzhou, the capital city of south China's Guangdong province, on September 4.

Speaking at the event, an official fromtheHuangpu Bureau of Business Environment and Reform noted that both Huangpu andtheGuangzhou Development Districtattach great importance to pressing ahead with reform and innovation in the field of business environment,addingthat the institutional establishment of contract-based observers is an innovative approach learned from economically developed regions.

"The establishment of a mechanism for regular communications between governmental departments and enterprisesallows people from all walks of life to voice their opinions and proposalsregardingthe reform and innovation inthebusiness environment andexpandsthe communicative channels betweenthetwo sides," the official said. The observers are responsible forpublicizing the achievementsof Huangpu inimproving its business environment andevaluating the work of relevant departments.

Members of the firstgroup of 20 contract-based observersof thebusiness environment include lawmakers, political advisers, corporate managers, professionals such as lawyers and public accountants, scholarsand tax agents.

Theyare all familiar with local social and economic affairs andhavegreat influence in their professions. In addition, they can be reelected and employed as observers when the contract comes to an end every two years.

Yang Tao, president of Guangzhou Comagic Animation Technology Group andadelegate totheGuangzhou Municipal People's Congress, is one of the newly employed 20 observers. He said that the new identity will allow him to hold effective communications with governmental departmentsaboutthe concerns of enterprises and further strengthen the ties between them.
