Guangzhou's Huangpu district and the Guangzhou Development District are seeing the construction of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) as an opportunity to speed up high quality growth, according to a recent conference held on Aug 13.

According to the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area released on Feb 18, the area will take on world-leading characteristics as a city cluster.
As a pioneer of reform, Huangpu anticipates growing into a source of innovation in the GBA and the home of an international talent pool.
A group of policies concerning reform and further opening-up were rolled out at the conference, making the district, with its development plan outline, one of the most active policy makers in the area.
The district is sparing no effort to promote the already existing Sino-Singapore Guangzhou Knowledge City, Guangzhou Science City, Huangpu Port, Guangzhou International Biotech Island, Guangzhou-Hong Kong Smart Manufacturing Special Cooperation Zone and Guangzhou-Hong Kong Scientific and Technological Cooperation Park, aiming to integrate its development into GBA construction.
In June 2018, Huangpu was approved as the first reform and innovation experimental zone for business environment improvement in Guangdong province. It launched the province's first business environment reform bureau this March, making Guangzhou the pioneer in that regard among the four Chinese mega-cities of Beijing, Shanghai, Guangzhou and Shenzhen.
Last month, the district took a raft of innovative measures to streamline its administrative service procedures and make reviews and approvals more efficient and convenient.
It plans to build an innovative and entrepreneurial ecosystem consisting of first-class key scientific and technological infrastructure, research institutions and major innovation platforms, developing itself into the core of the Bay Area's innovation hub.
Strategic emerging industries such as new generation information technology, artificial intelligence, biomedicine, new energy materials and integrated circuits will be the main forces behind world-class advanced manufacturing clusters in the district.
According to the meeting, Huangpu, the Guangzhou Development District and the Guangzhou High-tech Industrial Development Zone will implement a "Bay Area +" strategy synchronized with the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area.
The strategy covers a group of projects, ranging from innovation and opening up to cooperation and lifestyle improvement, the meeting announced.
Huangpu will dock with Hong Kong's "re-industrialization" and actively commercialize innovations in science, technology, finance, biotechnology, AI, robotics and smart cities, which are key fields with strong support from the government of the Hong Kong Special Administration Region.
In addition, the local government is further improving infrastructure facilities and service industries so as to offer a more livable environment for residents.
