Huangpu releases measures to back construction industry

Article 5

[Qualification Award] The construction enterprises that upgrade their general contracting qualification to premium or grade I level will receive a one-time award of 2 million yuan. The construction enterprise is only awarded once for the same level of qualification regardless of the categories of professional qualifications. If the enterprise applies for the enterprise settlement award with a certain level of qualification, it will no longer apply for the qualification award for the same level of qualification.

Article 6

[High-quality Enterprises] The reputable enterprises with an annual output value of no less than  3 billion yuan in Guangdong province can be identified as "leading construction enterprises of Huangpu district and Guangzhou Development District". The enterprises with an annual output value of 1 billion to 3 billion yuan (including 1 billion yuan) or the newly-settled enterprises with an average quarter output value of 250 million yuan (equivalent to the annual output value of one billion yuan) in Guangdong province can be identified as "key construction enterprises or star construction enterprises of Huangpu district and Guangzhou Development District". Leading enterprises and key enterprises are recognized once every two years, and star enterprises are recognized once a year. The leading, key, and star enterprises are included in the list of key construction enterprises in the Huangpu district.

Article 7

[Government-funded Construction Projects] The leading enterprises, key enterprises, and star enterprises of Huangpu district and Guangzhou Development District can bid for the district’s government-funded construction projects, including construction and building, project supervision, architectural design, cost consulting, and other services. An association with a competent parent company is permitted.

The construction contractors that are not registered in Huangpu but have been stored for the district’s government-funded construction projects are encouraged to set up subordinate enterprises or branches in the district, or first choose the construction enterprises in Huangpu to subcontract. Construction enterprises with required qualification and capacity are allowed to establish an alliance.

Article 8

[Non-government funded construction projects] Projects invested by non-state-owned holding enterprise (not within the scope of legal tendering) are directly contracted to construction enterprises in the district. Enterprises are encouraged to build strategic alliances with construction enterprises in Huangpu to promote each other's development.

If the investment construction unit contracts the whole project to the construction enterprises in the district and the project contracting amount (including supplementary contract) reaches more than 50 million yuan by the invoiced amount, 0.5 percent of the project contracting amount will be awarded to the investment construction unit. The amount of the award shall not exceed the total contribution of the construction enterprise to undertake the corresponding construction projects to the economic development of the district. The limit of the award shall be 30 million yuan per year for the whole district.

Article 9

[Industry Alliance] Huangpu encourages different types of industrial alliances between large enterprises, large enterprises and small and medium-sized enterprises, and construction general contracting qualification enterprises and professional contracting qualification enterprises, to undertake business with competitive advantages for win-win cooperation.

Article 10

If the same project and the same matter that meets the requirement of the Measures are in compliance with other supporting policies of the district, they shall be supported only once in accordance with the higher amount, unless otherwise specified. Tax-related expenses for awards are borne by the enterprise or individuals.

These measures shall be implemented from the date of promulgation and shall be valid for two years. In the event of any adjustment to changes in laws, regulations or relevant policies during the validity period of the Measures, such provisions shall prevail. The Measures will be assessed and revised according to the implementation after the expiration of the validity period.
