PKU IP think tank opens in Huangpu

Peking University launched an institute for research of the development of intellectual property in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) in Guangzhou's Huangpu district and Guangzhou Development District (GDD) on June 21. It also signaled the establishment of a PKU IP think tank.

Huangpu set up an IP alliance last November, opening up a new chapter for IP development in the GBA. It will carry out more research on IP and join in the alliance's work with the help of the institute, so as to build itself into a pilot area in the GBA.

Guangzhou is the frontier of China's reform and opening-up, and the Law School has been the cradle of law education since the founding of the People's Republic of China, said Pan Jianfeng, head of PKU's Law School, at the launching ceremony.

As China's only comprehensive reform pilot area for IP application and protection that was approved by the State Council, Huangpu and the GDD have been named a national IP demonstration park, a national experimental zone for navigation industry, a national pilot for IP investment and funding and a national experimental area for IP service industrial clusters. They also have the most IP elements and most complete industrial chain in the country.

According to the data released by the Ministry of Commerce, GDD ranks second in terms of comprehensive strength and on the top for scientific and technological innovation among 219 national development zones in China, in particular for both PCT (Patent Cooperation Treaty) international patent applications and invention patent authorizations.

In 2018, Huangpu's patent applications and authorizations numbered nearly 30,000 and more than 10,000, record highs. The number of invention patents per 10,000 people was 105.1, which is about four times the city's average.

In the first quarter of this year, the district applied for 7,243 patents and was granted 4,339, ranking top in the city. The enterprises' patent applications and authorizations in Huangpu also rank first in the city, accounting respectively for 32.4 and 37.5 percent.
