Science and Technology Daily: Huangpu joins hands with Hong Kong, Macao to boost innovation

Construction of 35 major projects started on May 28 in the Guangzhou Development District and the Guangzhou Hi-Tech Industrial Development Zone.

Seven days earlier, Guangzhou Kingmed Diagnostics Group in the zone held a promotional event on technological cooperation in Hong Kong.

After years of development, the zone is now home to a group of strategic emerging industrial clusters involved in new generation information technology, biomedicine and artificial intelligence.

Some cutting-edge high-tech projects have also contributed to the zone’s strengths in independent innovation and to its boom of new economies and new business formats. 

The development zone aims to elevate itself into a source of innovation for the Guangdong - Hong Kong - Macao Greater Bay Area and has conducted technological cooperation and exchange with Hong Kong and Macao for years.

In 2012, it signed an agreement with the Hong Kong Science and Technology Park on rapid clearance of biological materials and industrialization of major scientific and technological achievements.

The zone initiated a public service platform for the entry and exit of biological materials in South China on the Guangzhou International Biotech Island on June 6, 2018. 

According to Liang Yaoming, KingMed’s Chairman and CEO, the platform greatly cut the time for changing transport vehicles, cargo sorting and delivery between shifts and lowered the risk of deterioration and inactivation.

In 2011, the Guangzhou Institutes of Biomedicine and Health of the Chinese Academy of Sciences joined hands with the University of Hong Kong to build a center for stem cell and regenerative medicine in the development zone.

The zone has offered financial support of 40 million yuan ($5.79 million) to 20 cooperation projects between Hong Kong and Macao.

There are more than 1,000 research institutes, including 21 provincial-level new type ones, which account for half of the city’s total. The development zone allocated more than 3.7 billion yuan on scientific and technological innovation in 2018.

The zone now houses 3,500 high-tech enterprises the output value of which accounts for 78 percent of the city’s total output value of high-tech products.

The boom of sci-tech firms can be attributed to the good ecology for innovation and entrepreneurship in the development zone. It boasts 96 incubator clusters, the largest number in South China.

The development zone was approved as Guangdong province’s first experimental zone for the reform and innovation of the business environment last year.

This year, it is striving to become a national experimental zone offering a more business-friendly environment.

A group of measures were carried out to streamline administrative procedures, including business registration, project approval and issuing of licenses.

In April, it issued the country’s first business license produced through “blockchain+artificial intelligence” technology.

In addition, it rolled out a raft of policies to support industrial development and recruit talents.
