GDZ launches new departments to improve business environment

Three departments related to the business environment were launched together in Guangzhou Development Zone (GDZ) on March 28.

They are the Guangzhou Development Zone Business Environment Reform Bureau, the Guangzhou Development Zone Private Economy and Enterprise Service Bureau and the Huangpu District government service data management bureau, and are the first institutions launched since the full reform of institutions in the Guangzhou Development Zone.

Guangzhou Development Zone Business Environment Reform Bureau

The Guangzhou Development Zone Business Environment Reform Bureau is the first department directly named after the business environment in Guangdong province and among the four megalopolises - Beijing, Shanghai, Guangzhou and Shenzhen.

The bureau will undertake the responsibility of strengthening and optimizing the construction of the business environment, coordinating the reform of the system of administrative approval as well as guiding and pushing forward the ISO9001 quality management in government departments.

The innovation of the business environment is a name card of Huangpu district and GDZ.

Private Economy and Enterprise Service Bureau

At present, the Guangzhou Development Zone has attracted more than 20,000 private enterprise and medium and small enterprises. More than 80 percent of hi-tech enterprises and innovative achievements in the zone come from private and medium and small enterprises. Private economy has become the pillar industry and growth point of the zone.

The Private Economy and Enterprise Service Bureau was renamed from the former enterprise construction and service bureau of Guangzhou development zone, and will put more focus on and provide more assistance to enterprises in their preparation stage.

"We will provide quality service for the enterprises in the preparation stage," said Dai Xinxiang, director general of the Private Economy and Enterprise Service Bureau.

Dai said the bureau will provide 24-hour service and develop APPs for enterprises in order to learn of the difficulties and needs of enterprises in their preparation stage in a timely way.

Huangpu District Government Service Data Management Bureau

The Huangpu District Government Service Data Management Bureau is based on the former administrative office of Huangpu district, and undertakes the responsibilities of pilot centralized examination and approval reform, government service innovation and digital government construction.

The bureau will further improve service reform to push forward the high-quality development of the Guangzhou development zone.

"We will share data and make the best use of it," said Zhen Weizhong, the bureau's new director general.
