Ten 2019 people's livelihood issues chosen by vote

This year, for the first time, NPC deputies to the two sessions of Huangpu district at the just concluded 7th session of the first Huangpu People's Congress adopted a voting system to select 10 people's livelihood issues.

During the deliberations, many deputies said that the voting system is a new attempt for the NPC to play its supervisory role.

Accordingly, Huangpu launched the selection of the livelihood candidate projects in November last year. After consulting with residents, the district departments, the district people's congress deputies and the CPPCC members, 15 issues for people's livelihoods were put forward in the fields of public education, health care, employment security, road traffic and environmental improvement.

The congress finally selected 10 key issues for 2019, namely, to develop nonprofit education programs, to improve the level of public health services, to strengthen water environment management, to advance air pollution prevention, to safeguard public safety, to promote the transformation of old roads, to improve transportation, to promote water-improving projects, to build "near at hand" 24-hour government services, and to improve public toilet facilities.
