China's Diplomacy in the New Era 
An overview of Guangdong's international exchanges in 2023

On March 1, the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) hosted a video conference on local cooperation between China and Bavaria in Germany. Leaders from Guangdong, Shandong and Sichuan provinces engaged in dialogue with Bavarian Minister-President Markus Thomas Theodor Söder. Yan Dong, vice-president of the CPAFFC, and acting Chargé d'Affaires Zhang Junhui from the Chinese Embassy in Germany were among the attendees. Zhang Xin, vice-governor of Guangdong province, delivered a speech at the conference, speaking of the desire to deepen economic and trade exchanges with Bavaria, expand cooperation in high-end manufacturing and further strengthen financial exchanges.

On May 15, Guangdong province established a friendly relationship with Guadalcanal in the Solomon Islands, becoming the first in China to pair up with the Solomon Islands at the provincial level.

From May 22 to 25, Denis Kurlenko, vice-governor of Minsk Oblast, Belarus, led a delegation of government officials and representatives from agricultural enterprises to Guangdong. On May 24, Ye Zhenqin, vice-chairperson of the Standing Committee of the Guangdong Provincial People's Congress, met with the delegation. During their stay, the delegation visited the Modern Agricultural Equipment Research Institute, participated in an agricultural enterprise matchmaking meeting, studied Guangdong's home appliance and automotive industries, and shared stories of the progress made via the Belt and Road Initiative and Guangdong's development.

From May to August, Wang Xi, a member of the Standing Committee of the CPC Guangdong Provincial Committee, visited Tel Aviv in Israel, a prospective friendship city, and Hyogo Prefecture in Japan. Wang Ruijun, a member of the Standing Committee of the CPC Guangdong Provincial Committee, visited North Sumatra Province in Indonesia, another friendship province. Sun Zhiyang, vice-governor of Guangdong province, visited Aichi and Hyogo prefectures in Japan, building on an already solid relationship with these key friendship provinces.

On June 8, Lyu Yuyin, vice-governor of Guangdong province, met with Sylvie Matter, the speaker of the parliament of the Canton of Zurich in Switzerland. They spoke about further deepening cooperation between the two regions and making substantial progress in friendly city relations.

From September 4 to 7, Zhang Shaokang, vice-governor of Guangdong province, led a delegation to Denmark and met with Nielsen, chairman of the Regional Development Council of Southern Denmark, to discuss exchanges on water pollution control.

From September 8 to 10, Lin Keqing, chairman of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference, led a delegation to Belgium. While there, they met with Jos Lantmeeters, governor of Limburg province, to exchange views on further strengthening pragmatic cooperation between the two regions.

From October 9 to 16, Ye Zhenqin, vice-chairperson of the Standing Committee of Guangdong Provincial People's Congress, led a delegation to Russia and Belarus. In the Khabarovsk Krai of Russia, a local legislative exchange as well as an economic and trade matchmaking meeting was held. In Minsk, Belarus, Ye Zhenqin met with vice-governor Denis Kurlenko of the region.

From October 23 to 29, at the invitation of the CPAFFC, governor Gavin Newsom of California led a delegation to visit China. On October 24, they visited Guangzhou and Shenzhen in Guangdong province. Governor Wang Weizhong hosted a banquet for the delegation. They jointly witnessed the signing of the Memorandum of Understanding on deepening green development cooperation between the Guangdong Provincial People's Government and the California State Government. On October 26, Zhang Shaokang, vice-governor of Guangdong province, went to Beijing to attend the "Great Wall Climate Dialogue", providing detailed insights to Newsom on Guangdong's practices and experiences in climate change response and dual-carbon development.

From November 16 to 23, Chen Jianwen, a member of the Standing Committee of CPC Guangdong Provincial Committee and head of the Publicity Department of the CPC Guangdong Provincial Committee, led a delegation to Italy and Egypt. In Italy, they held discussions with Mouro Felicori, councilor for Culture and Landscape in Emilia-Romagna, and attended related cultural activities. In Egypt, they met with governor Mohamed El-Sherif of Alexandria and awarded him the Guangdong Friendship Award.
