Fuzhou releases 9 policies to attract overseas talent
The second Overseas Chinese Talent Conference for Development (OTD) kicked off in Fuzhou, capital of East China's Fujian province, on Dec 16. During the main forum following the opening ceremony, the city introduced nine new policies to attract top-flight overseas talent.
These new policies have been designed to:
• Enhance support for the recruitment of high-level overseas Chinese talent and teams, with those selected for various talent projects eligible for up to 7.5 million yuan ($1.03 million) in funding subsidies.
• Raise the standards for subsidies granted to overseas graduates settling in Fuzhou.
• Establish a comprehensive system to recommend and reward overseas talent referrals.
• Promote government-college-enterprise cooperation in talent recruitment and the introduction of talent in cooperation with universities in Fuzhou. This will be through the payment of "five social insurances" by the universities, namely pension, as well as medical, unemployment, workplace injury and maternity (for female employees) insurances and a housing provident fund, that can rely on businesses or universities to apply for scientific research projects.
• Establish a Fuzhou overseas talent recruitment alliance composed of economic and technological development zones, universities and research institutes, state-owned enterprises, private enterprises and more. This will be to carry out talent recruitment services, receiving financial support from the Fuzhou Municipal Financial Bureau.
• Delegate third-party organizations with abundant overseas human resources to organize tours for high-level overseas talent in Fujian.
• Offer international travel subsidies to overseas doctoral and master's degree students from top global universities invited to the OTD.
• Support talent and project introductions through overseas innovation and entrepreneurship competitions, providing cash rewards for projects or talent that settle in Fuzhou.
• Facilitate the enrollment of the children of high-level overseas Chinese talent in primary and secondary schools and kindergartens.
With all these now in place, the three-day conference is said to be aiming to contribute overseas intellectual resources to China's modernization endeavors.
