Xiamen city in Fujian province has made Nov 1 its annual business environment day. Over the past year, the city has been committed to creating a business-friendly environment for enterprises and boosting high-quality development in a multi-faceted manner.

Easier registration

The city's market supervision bureau has upgraded the "One Network" platform for commercial entities to version 5.0, providing enterprises with online services such as business registration, establishment and cancellation. The rate of full-process online registration for enterprises in Xiamen has reached 94 percent, ranking first in Fujian and is among the top in the country.

A total of 23 reform measures were also launched in September by 10 local departments to facilitate the entire life cycle of enterprises. In support of the development and growth of individual industrial and commercial households, Xiamen has released 26 policies in such fields as reducing operating costs, strengthening financial support and driving the digital transformation and industrial upgrading to help businesses achieve high-quality development.

Efficient regulation

Xiamen's market supervision bureau has continuously innovated its management concepts, established a credit information disclosure platform and explored differentiated credit-based regulation. It has developed 63 artificial intelligence-based recognition models for automatic identification of illegal acts.

Xiamen pioneered the use of a smart system to monitor more than 1,600 retail pharmacies in real time. It has also included 115,000 food production and operation entities and 606,000 kinds of food into the smart traceability system, ranking first among the national assessment of product traceability demonstration projects.

Stronger IPR protection

Xiamen has been selected as one of the national demonstration cities for building a strong intellectual property system and it has been approved as the construction site for the first national e-commerce IP operation center. It was also selected as one of the second batch of pilot areas for rapid resolution of IP disputes. The innovation-driven capacity of operating entities has been enhanced, with the effective number of invention patents and high-value invention patents per 10,000 people doubling compared to 2019.

This year, the city's market supervision bureau has issued the Xiamen Special Fund Management Measures for the Development of Intellectual Property Rights, and carried out support policies in terms of IP creation, application, protection, management and services.

It has also established a cross-regional IP enforcement protection platform and a cross-level IP protection center to enhance its work pattern of "strict protection, comprehensive protection, fast protection and unified protection".
