Fujian set on path to be leader in reform and opening-up
Fujian province has significantly boosted its vitality and momentum through reform and opening-up.
As the home to the core area of the 21st Century Maritime Silk Road, a special economic zone, a pilot free trade zone, and a national pilot zone for ecological conservation, Fujian enjoys multiple supportive policies. It is now transforming these policies into growth drivers for provincial development.
To date, Fujian has completed 253 reform tasks set up in the implementation plan for key reform tasks (2014-20) deployed at the Third Plenary Session of the 18th CPC Central Committee. It has made breakthroughs in priority areas and key links.
Fujian has further promoted ecological conservation system reform by including carbon peak and carbon neutrality goals in its efforts to construct an ecological province.
A total of 39 Fujian reforms in ecological conservation have been replicated and promoted throughout the country.
It has bolstered reforms in the medical sector by establishing a provincial mechanism for employee medical insurance, as well as by improving its disease-control system and epidemic prevention and control mechanisms.
It has also advanced forestry reform by accelerating the construction of national comprehensive pilot areas for forestry reform and development in Sanming, Nanping, and Longyan. It has also implemented the "Forest Chief System" across the province.
To build a digital government that provides convenient and efficient services for individuals and enterprises, Fujian has been ramping up efforts to optimize its business environment by streamlining administration, delegating power, improving regulations, and upgrading services.
Fujian has selected nearly 50,000 sci-tech scholars covering primary, secondary, and tertiary industries to assist the development of villages and towns.
Fujian Pilot Free Trade Zone (FTZ) has also made significant progress in deepening reform and expanding opening-up.
Fujian FTZ has implemented 515 innovative measures, including 221 national initiatives and 107 Taiwan-based initiatives. A total of 34 innovations have been promoted nationwide, while seven pilot experiences have been included in the "best practice cases" of national free trade pilot zones.
As of November this year, a total of 113,000 new enterprises had been added in the zone, with 2.4 trillion yuan ($369.94 billion) in registered capital.
The zone has cultivated a number of leading industrial platforms, spanning the internet of things, fund towns, and aviation maintenance. It has also accelerated the development of new business formats, such as cross-border e-commerce, financial leasing, and offshore trade.
Fujian has also further advanced the construction of the core area of the 21st Century Maritime Silk Road (SRM) to promote opening-up, as well as international exchanges and cooperation.
The number of SRM shipping routes has increased to 80, covering 99 ports in 27 countries. A total of 1,046 China-Europe freight trains have transported goods, with a total value of 23.92 billion yuan, forming a new international logistics channel across the Taiwan Straits, as well as across Europe and Asia.
Fujian has made remarkable achievements in foreign trade. Its import and export scale remained ranked as 7th and 6th highest in China respectively. The proportion of its import and export scale in the country increased from 4.27 percent at the end of the 12th Five-Year Plan (2011-15) period to 4.36 percent, further consolidating its status as a major trade province.
