East China's Fujian province provided special transport services for migrants returning to work, including chartered buses, trains and airplanes, and special carriages, delivering more than 20,000 workers out of the province travel back to work, according to local media reports on Feb 27.

Wu Xiaoying, deputy director-general of the Fujian Provincial Department of Human Resources and Social Security, said that Fujian has rolled out an array of measures to encourage the resumption of work and production, as well as stabilize employment.

Fujian is one of the major destinations of the country's migrant workers, and one-third of the province’s workers are from outside Fujian.

The provincial human resources department set up labor service cooperation with eight provinces such as Yunnan and Sichuan, with the aim of helping ease the province's labor shortage due to the epidemic outbreak.

According to statistics, governments at all levels in Fujian have arranged 37 chartered flights and 720 special buses, and brought 23,500 migrant workers back to work.

Meanwhile, the Fujian government encouraged local firms share work staff, and more and more enterprises in the province are expected to take advantage of the trend of "sharing employees" to reduce the cost of human resources and increase efficiency and flexibility.

Enterprises adopting measures to ensure the stable employment in Fujian during the epidemic period can be provided with a one-off subsidy for steady employment.

Measures were also rolled out to encourage migrant workers from outside the province to spend the Spring Festival in Fujian, such as offering them technical training programs.

For companies which have no or few layoffs this year, the government will return 50 percent of their actual payment of unemployment insurance premiums in the previous year.

Companies that encounter temporary production and operation difficulties and do not lay off employees during the epidemic period will have their unemployment insurance reimbursed by the government.

Additionally, a special working group was set up on Feb 15 to offer 24-hour services to help enterprises solve difficulties related to employment and work resumption.
