Measures for promoting the high-quality development of digital trade in the Xiamen Free Trade Zone have been officially introduced. A series of substantial support measures will deepen supply chain innovation and application in the zone, further improving the cross-border e-commerce ecosystem.
The measures took effect immediately upon release and will remain valid until Dec 31, 2026.
According to the measures, the Xiamen FTZ will support enterprises in digital transformation and upgrading. Enterprises that implement digital and information-based enhancements in supply chain digital management, smart logistics warehousing, smart ports, and smart supervision will be eligible for an annual subsidy of 12 percent of their digital and IT-related expenditures.
The Measures also support enterprises in establishing comprehensive digital service platforms, including supply chain integration platforms, trade digitalization platforms, digital supply chain platforms, smart logistics platforms, and online freight platforms. Eligible projects will receive a subsidy of 15 percent of the platform's software and hardware investment.
A single enterprise or project may receive a maximum annual subsidy or reward of no more than three million yuan ($416,712), with a cumulative cap of five million yuan per project over multiple years.
The measures also encourage enterprises to leverage fintech solutions to upgrade service models, alleviate financial pressures, and foster business prosperity.
For supply chain innovation parks that have been operational for over one year and are registered with the Xiamen FTZ Administrative Committee, rewards ranging from four million to six million yuan will be granted based on evaluation scores.
Additionally, to promote cross-border e-commerce development, the measures provide rewards for registered cross-border e-commerce parks operational for over one year, with maximum operational incentives reaching 2.5 million yuan based on comprehensive contribution evaluations.
