Baiyu Mountain Scenery Area, located at the center of Lushun Area, is a national AAAA tourist scenic area and a provincially protected relic site. The original name of Baiyu Mountain was Xiguan Mountain. Baiyu Mountain is 130 meters above sea level. At its top, people can enjoy panoramic views of all of Lushun such as its beautiful naval port and mighty naval ships. Inside the area, there is a centenary Baiyu Mountain Tower and a naval weaponry museum with a collection of 1,000 modern weapons in 600 categories. Half way up the mountain side, there are centenary gun batteries and the Bainiao Aviary with free-range endangered birds.

The original name of the Baiyu Mountain Tower is Patriotic Tower. Togo Heihachiro, commander of the Japanese Combined Fleet, and Nogi Maresuke, commander of the Third Army, selected Baiyu Mountain as the site of the tower for storing the ashes of the Japanese soldiers killed in the Russian-Japanese war. The construction of the Baiyu Mountain Tower started in June 1907 and was finished in November 1909. The tower is 66.8 meters' tall with 273 stairs and 18 windows. The bronze inscription on the north side at the top of the tower was jointly written by Togo Heihachiro and Nogi Maresuke. It gives a brief account of the fight for the Lushun stronghold. The iron spiral stairs in the tower were made in the United States. The stones of the pillar and tower body were mostly shipped in from Japan. 

Baiyu mountain cableway is on the southern side of Baiyu Mountain. It was built on May 15, 1987. The maximum slope of the cable is 29°, the vertical height difference is 92 meters, the straight line distance is 378 meters, and the circumference is 802 meters. Fifty-four pairs of hanging chairs, mounted an equal distance apart, move around at a speed of one meter per second giving tourists good views of Lushun port.
