Located in front of Lushun Museum, the Memorial Tower of Sino-Soviet Friendship is embraced by 78 old evergreen cypresses. The exquisite 22.2-meter high cylindrical tower is made of snow-white marble. Its foundation was laid on Feb 23, 1955. On the foundation stone, there is an inscription reading "Foundation of the Memorial Tower of Sino-Soviet Friendship", expressed by Premier Zhou Enlai.

Many influential people attended the foundation stone laying ceremony including Ms. Soong Ching-ling, the Vice President of the People's Republic of China, Supreme Commander Peng Dehuai, He Long, Nie Rongzhen and Guo Moruo, a celebrity in cultural circles. The square foundation of 22-meters length and breadth is also of white marble. The dual-platform is encircled by a sculptured stone railing with stairs on all four sides. The top railing of the peristele is carved with peonies, flying pigeons, and clouds in the Chinese artistic style. On the bottom of the tower, there are four relief sculptures of Beijing's Tiananmen Square, the Soviet Union's Kremlin, the Steel furnace of Anshan Iron and Steel Group Corporation, and a beautiful view of friendship farm and Lushun Port. At the top of the tower, a blooming lotus, carved once more in white marble, holds a pigeon with spread-open wings which represents Sino-Soviet friendship and peoples' unity.
