The Low-carbon Port Industrial Park in Lushunkou, located in the northwest of Lushunkou and governed by Shuangdaowan sub-district Office, is planned for an area of 29 square kilometers and consists of a port area of 8 square kilometers, and a port industrial area and a life supporting area totaling 21 square kilometers.

The Park is located in the center of Bohai Economic Circle and Northeast Asia Economic Zone. Due to location and a special geographical favor, it enjoys affluent aggregation and sunlight radiation. 

In accordance with urbanization requirements, Lushunkou Government formulated a "five areas and one base" development strategy. Low-carbon Port Industrial Park in Lushunkou is developed as a western core of Port New City in the west of Lushunkou and a unique green and low-carbon industrial park in "Liaoning coastal economic belt and Lushun green economic zone".

I. General Information of Double Island Port

Double Island Port line extends from Dongjia Village to Xihuzui with a length of about 11.5 km, and the coastline of the planned wharf is approximately 10.2 km long. It boasts a superior geographical location and obvious coastal resources, clear coastal dynamics and good conditions for port construction, deepwater port close to shore, spacious water area and flat land, and broad space for development.

II. Functional Orientation and Development Direction of Double Island Port

Double Island Port is an important part of Lushun New Port of Dalian Port, a significant foundation for economic and social development of Lushunkou as well as the layout of port-based industries, and a major guarantee for sustainable development of Lushun New Port, which primarily provides facilitations for the development of port-based industries. Its functions will focus on loading and unloading, storage, transport organization, logistics service and port-based industries.

III Planning of Double Island Port

According to the requirements of layout for port-based industries as well as development of hinterland economy and the port itself, after making thorough cohesion with overall urban planning and giving full considerations of harmonious development of port, city and environment, the functions of planned port is oriented into five functional area, respectively general operation area, bulk load operation area, port logistics area, harbor industrial area and reserved development area. The wharf coastline will be 9.4 km, the port land area will be approximately 15.4 square kilometers, and the total investment will be about 1.26 billion yuan. 

A wharf coastline of 7 km is currently under construction, and upon completion, there will be 31 berths for all kinds of production, with a traffic capacity of 60 million tons and covering a land area of 10.7 square kilometers. Public waterway engineering, with a total investment around 820 million yuan, has been included in one of key public port infrastructure projects supported by the Ministry of Transport throughout the 12th Five-Year Plan period.
