Since the start of the 14th Five-Year Plan (2021–25), Tai'an city has focused on people-centered development, consistently working to meet public needs and improve social services, thus enhancing residents' sense of fulfillment, happiness, and security.

Social security has become more equitable. By implementing an employment-first strategy and supporting enterprise stability, the city has created 251,000 new urban jobs over the past five years, with 84,000 public welfare positions helping over 2,100 people with employment challenges to increase their incomes.

Public services have been upgraded. Concentrating on 10 key areas, including education, healthcare, elderly care, and housing, the city has advanced 90 standardized service items to ensure equal access.

In education, 96 compulsory education groups have been established, covering all rural schools. Fifty-four primary and secondary schools and 58 kindergartens have been newly built or renovated, adding 63,600 school seats.

Healthcare capacity has expanded, with 7.61 hospital beds and 3.59 medical practitioners per 1,000 people. Elderly and child care systems have improved, with 75 percent nursing-care beds and full coverage of community elderly service facilities.

Services are now more accessible. Community-integrated facilities provide one-stop support for elderly care, childcare, and household services. Sports and cultural life have been enriched — all villages and communities now have sports facilities, and annual events like the Taishan Mountain International Climbing Festival attract over 300,000 participants.

In the future, Tai'an will continue to refine its social security system and ensure development benefits are widely and fairly shared among all residents.
