Several issues were discussed around the theme of "development of mountain tourism in an era of all-for-one tourism", such as exploiting new tourism products related to sports contests, health-keeping travelling and cultural experience based on mountain tourism resources and local cultural legacies, tourism commodity innovation and promoting village tourism in the immediate vicinity of mountain scenic areas.

The concept of all-for-one tourism was stated by Premier Li Keqiang in the 2017 Government Work Report in March. The phrase describes the integrated development of tourism spanning all levels of industry, including rural tourism, industrial tourism, cultural tourism and the service industry.

In that report, Li called for improved tourism facilities and services, and for a big push to develop rural tourism, recreational tourism and all-for-one tourism.

The meeting reviewed the international promotion program of domestic mountain tourism for the next three years and discussed the exposure draft of the new national guide for sustainable development of scenic spots.
