Under the winter sun in Jimo district, Qingdao, flocks of seagulls glide over Laoshan Bay, a scene of vitality that contrasts sharply with its past of illegal aquaculture ponds, sewage, and coastal degradation.

To restore the shoreline, Jimo initiated a comprehensive "blue bay" remediation campaign, focusing on dismantling illegal structures, clearing the coastline, and rehabilitating natural habitats. Over 100 kilometers of coastline have seen their natural rocky formations gradually restored. To address land-based pollution, authorities upgraded port facilities, built wastewater treatment plants, and maintained excellent water quality in its near-shore waters.

During the 14th Five-Year Plan period (2021–25), the district conducted thorough assessments of its seven bays, leading to ongoing ecological improvements. The area with excellent near-shore seawater quality has remained at 100 percent for several consecutive years.

Technology plays a key role, with drones regularly patrolling the bay to pinpoint litter hotspots for rapid cleanup by specialized teams, keeping beach and marine litter coverage below 0.5 per mille. Restoration efforts have also extended to offshore islands, combating invasive species and repairing damaged shores, turning them into popular tourist destinations.

This ecological transformation has fueled sustainable economic growth. Jimo is developing diverse marine industries, including China's first fishery-integrated offshore photovoltaic project and the world's first 150,000-metric-ton smart aquaculture vessel.

Currently, Jimo district is home to 227 sea-related enterprises above the designated size. In the first half of 2025, the district's marine economy grew by 6.8 percent, accounting for 43.2 percent of its total regional GDP.
