Qingdao's social blueprint: Equity, care and opportunity
During the 14th Five-Year Plan period (2021–25), Qingdao has shown its dedication to people-centered development through a series of impressive metrics, building a more livable and happy city.
The city allocated over 70 percent of its public expenditure to people's well-being, leading to significant progress in key social sectors. More than 90 percent of primary and secondary schools are now covered by group-based school systems, promoting educational equity. Over 1.8 million new urban jobs were created, and 96 percent of elderly care institutions have integrated medical and nursing services.
Facing complex economic and employment challenges, Qingdao shifted its focus from simply preserving jobs to improving their quality. By linking job creation with its new industrial system, the city has cultivated a positive cycle where industrial growth drives employment and a quality workforce supports industry.
Targeted measures were implemented for different groups, including offering free accommodation for up to a year for recent graduates and operating dedicated high-speed rail services for migrant workers from assisted areas.
In elderly care, Qingdao has built a comprehensive "15-minute service circle". This network includes 135 street-level comprehensive care centers and over 1,300 community service stations, operated by quality providers to offer convenient and accessible services like rehabilitation and affordable meals right at seniors' doorsteps.
At this new historical starting point, Qingdao will continue to advance its people-first philosophy, striving for better education, fuller employment, more comfortable elderly care, and more convenient healthcare, so that the city thrives through the happiness of its people.
