Qingdao improves social security system

The eastern coastal city of Qingdao, Shandong province has devoted great energy to improving public well-being, ensuring more equitable access to basic public services and developing a better multi-tiered social security system.

The Qingdao Municipal Bureau of Human Resources and Social Security has implemented policies to periodically reduce the premiums for work-related injury and unemployment insurance, as well as periodically suspend payments of social insurance premiums to ease the burden of local enterprises.

The bureau has introduced 20 policies and measures to ensure employment, help enterprises attract and cultivate more talents, strengthen market-oriented services for human resources, and improve services for enterprises.

From January to October this year, 424 million yuan ($58.77 million) in social insurance subsidies and job subsidies was dispensed in the city, benefiting 27,900 enterprises and stabilizing 63,100 jobs.

The bureau also explored school-enterprise cooperation models such as modern apprenticeships, in-post internships and industrial college to ensure employment for key projects.

More than 100,000 job demands have been issued for 3,700 key enterprises in the city.

It is also working to increase support for entrepreneurship and focus on cultivating market players. From January to October, 412 million yuan was distributed to support business startups, providing policy support to 26,400 people.
