A preparatory session for the 12th Party Congress of Qingdao was held on March 28, with 586 representatives out of 599 from all-levels of local Party committees taking part.

Zhang Jiangting, secretary of the CPC Qingdao Municipal Committee, chaired the meeting.

A 12-member credentials committee and a 72-member congress presidium were elected by a show of hands. Yang Jun, deputy secretary of the municipal committee, was elected the general secretary of the congress.

The agenda of the congress was also adopted at the preparatory session: to hear and examine the work reports of the 11th CPC Qingdao Municipal Committee and the 11th CPC Qingdao Municipal Committee for Discipline Inspection; to elect the 12th CPC Qingdao Municipal Committee and the 12th CPC Qingdao Municipal Committee for Discipline Inspection; and to elect Qingdao deputies for attending the 11th Party Congress of Shandong province.
