NPC Standing Committee launches work Safety Law enforcement inspection

The Standing Committee of the National People's Congress (NPC) has launched nationwide inspections on the enforcement of the Work Safety Law to promote its implementation and publicity, further modernize the work safety governance system and capabilities, and safeguard the country's high-quality development.

Teams will be sent by the NPC Standing Committee to inspect the implementation of the law in six provincial-level regions of Shanxi, Jilin, Fujian, Henan, Gansu and Inner Mongolia from August to September. Meanwhile, legislatures in eight provincial-level regions of Beijing, Heilongjiang, Shanghai, Jiangsu, Jiangxi, Hunan, Sichuan and Ningxia will be entrusted by the NPC Standing Committee to inspect the enforcement of the law within their respective administrative regions.

According to the NPC Standing Committee, the law enforcement inspection will focus on 10 aspects. They include implementation of the basic policies, principles, and mechanisms on work safety, publicity of and training on the law, fulfillment of responsibilities by supervision and management departments as well as production and business entities, emergency response and rescue capabilities in safety accidents, improvement of work safety by scientific and technological innovation and system upgrading, handling of accidents and punishment for illegal acts, promotion of social co-governance, coordination with relevant laws, and problems arising from enforcing the law.

A plenary meeting will be held in November to summarize the inspection work and solicit opinions on amendment to the inspection report.

As a fundamental and comprehensive law safeguarding work safety in China, the Work Safety Law was promulgated and implemented in 2002. It has been amended three times, in 2009, 2014, and 2021.
