Senior legislator stresses legal guarantee for sports development

Wang Chen, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and vice-chairman of the National People's Congress (NPC) Standing Committee, conducted a special field survey at the General Administration of Sport of China on April 14 and 15 amid efforts to amend the Law on Physical Culture and Sports.

He stressed the importance of upholding the Beijing Winter Olympic and Paralympic spirit, strengthening the rule of law in the sports sector, and providing a strong legal guarantee as China moves to become a leading sporting nation.

A group led by Wang inspected the National Speed Skating Oval and the China Anti-doping Agency, visited the Hall of Honor at the administration's training bureau, and talked with athletes and coaches of the national gymnastics and diving teams.

At a symposium on the implementation of the Law on Physical Culture and Sports, the group heard a report by the administration and suggestions of those from the Ministry of Education, the Beijing municipal government, Tsinghua University and sports associations. Representatives of athletes, experts, scholars and heads of sports enterprises also shared their views on the law revision at the meeting.

In his speech, Wang hailed China's remarkable achievements in competitive sports, wide-ranging sports programs at schools, progress of national fitness strategy, improving rule of law in sports sector and rapid growth of sports industries.

As the NPC Standing Committee is deliberating the draft amendment to the law, the first major revision since its enactment in 1995, efforts are needed to systematically summarize the practices in the sports sector, boost whole-process people's democracy, and meet the needs of the new era, said Wang.

He also called for enhancing top-level design, making comprehensive plans for a robust rule of law system underpinning the sports sector, and coordinating the development of mass sports, competitive sports, the sports industry and culture, so as to give full play to the important role of sports in the new journey toward fully building a modern socialist country and welcoming the upcoming 20th CPC National Congress.
