The Environmental Protection and Resources Conservation Committee of the National People's Congress (NPC) is currently carrying out research, discussion and drafting of the law for comprehensive utilization of resources.
In this legislative endeavor, efforts will be made to study and adopt ideas and suggestions raised by NPC deputies for the revision of the Circular Economy Promotion Law, and actively support related departments of the State Council in this regard.
A motion on altering the law was submitted during the fourth session of the 13th NPC in order to adapt to the country's booming circular economy and incorporate new ideas and requirements for the building of an ecological civilization.
The motion called for efforts to summarize good practices that have worked since the law took effect, strengthen legally binding measures, and appropriately highlight content on issues such as promoting the use of recycled construction waste and prefabricated buildings and encouraging cross-regional sharing of solid waste resources within an enterprise. It also urged stronger policy incentives and industry coordination so as to advance the development of the circular economy.
The National Development and Reform Commission, the Ministry of Ecology and Environment and the Ministry of Commerce share the opinion that, in consideration of changes in the foundation of the circular economy and main issues to be addressed, it's necessary to start the revision of the law in due time while also taking into account coherence, alignment and integration of relevant laws.
