NMPA Notice on Conducting a Pilot Program for Electronic Labeling of Cosmetics GYJZ [2025] No.16

To medical products administrations of all provinces, autonomous regions and municipalities directly under the central government, and Xinjiang Production and Construction Corps, NIFDC, the Information Center of NMPA:

To further optimize the management of cosmetic labels (including toothpaste, the same below), to meet consumers' right to know and the needs of the elderly, facilitate the production and business operations of enterprises, and support the high-quality development of the cosmetics industry, the National Medical Products Administration (NMPA) has decided to carry out a pilot program for cosmetic electronic labeling in accordance with the Regulations on Supervision and Administration of Cosmetics (hereinafter referred to as the "Regulations"). The relevant matters are hereby notified as follows:

I. Starting from February 1, 2026, a pilot program for labeling cosmetics with Chinese labels via electronic labels will be launched in Beijing, Shanghai, Zhejiang Province, Shandong Province, Guangdong Province, and Chongqing Municipality. The pilot program will last for 3 years. The pilot program for electronic labeling of duty-free cosmetics in Hainan's offshore duty-free shops may also be implemented in accordance with the requirements of this Notice.

II. The cosmetic electronic label is a component of the cosmetic label and shall comply with the Regulations, supporting rules, normative documents, and this Announcement.

III. The provincial drug regulatory departments participating in the pilot program shall, based on the actual situation in their jurisdictions, clarify the regulatory requirements and measures during the pilot period. They will select and confirm pilot enterprises and promptly publish the list of pilot enterprises on the official websites of the provincial drug regulatory departments. The pilot program should be steadily promoted, with key challenges addressed in a timely manner, to establish a standardized and efficient management model for the application of cosmetic electronic labels.

IV. The pilot program for cosmetic electronic labels shall comply with the requirements outlined in the Requirements for the Pilot Program of Cosmetic Electronic Labels (see Annex 1) and construct the cosmetic electronic label system in accordance with the Cosmetic Electronic Label Data Set and the Cosmetic Electronic Label QR Code Technical Specifications (see Annexes 2 and 3).

V. The Information Center of NMPA and NIFDC will optimize the functionality of the cosmetic registration and filing information service platform based on the needs of the pilot program, providing technical support for the submission of electronic label information by pilot enterprises.

VI. Cosmetics using electronic labels in the pilot program may be produced and sold within the territory of the People's Republic of China. If violations of the cosmetic label management regulations are discovered, the drug regulatory authorities shall handle the matter in accordance with the provisions of the Regulations.

VII. The NMPA will strengthen supervision, guidance, and overall coordination of the pilot program, and adjust the scope of the pilot program as needed based on its progress. The drug regulatory departments at all levels shall ensure the effective implementation of the program, promptly rectify any issues found, and report them accordingly.
