14th Five-Year Plan: Main tasks for transportation in Lin-gang Special Area

a) Build efficient and smooth external traffic

 (1) Promote the construction of rail transportation and transportation hubs

The Lin-gang Special Area will push ahead with the development of an external passageway in its railway system.

The Lin-gang Special Area will further the development of railway transportation in the urban area.

The Lin-gang Special Area will enhance the construction of an external comprehensive transportation hub.

(2) Strengthen the connection to the primary road network in the region

An expressway network consisting of the G1503, S2 and Lianggang Expressway will be formed after the rapid-road reconstruction of the Lianggang Expressway.

The connection between the east and west section of the special area will be strengthened and the road radiation area enlarged by a series of road construction and upgrading – including the completion of the interchanges of the S2 highway at the Haigang Expressway and South Xinyuan Road, the construction of the New Shanghai-Hangzhou Highway and New Siping Highway and the upgrading of the Dongda Highway.

(3) Optimize the function of ports and the structure of the surrounding transportation system in goods pooling, distribution and deliveries

The Lin-gang Special Area will upgrade the function of ports.

The Lin-gang Special Area will expand the construction of collecting and dispatching systems near the ports.

(4) Promote the development of general aviation infrastructure

The Lin-gang Special Area will enhance the planning of general aviation infrastructure - and for the construction of an aerial emergency rescue system - by building a multi-level general aviation system and carefully planning the sites of general aviation infrastructure.

The Lin-gang Special Area will upgrade the levels of the aviation transportation hub at Pudong International Airport.

b) Improve green and convenient internal traffic

(1) Give priority to develop a multi-level public transportation system

The planning of tram line networks and the construction of tram stops will be advanced by improving the transport capability of the Shanghai Metro Line 16 and the support transport system linking to tram line stops.

The construction of the medium-payload freight system will be enhanced and three medium-payload freight lines - Lines T1, T2 and T6 – will be built, with a total length of over 50 kilometers.

The conventional public transit network will improve its service when 91 bus lines, with a total length of 965 km, is put into service.

Ten conventional public transport hubs and two parking and maintenance sites will be built.

Supplementary public transport will be further developed.

(2) Build a fully functional road system

The construction of main roads will be promoted, to realize rapid transit between groups, by pushing forward the construction of a series of primary and secondary roads.

Supporting infrastructure will be enhanced with the construction of high-standard support roads in several key areas and with the densification of a secondary and branch road network.

Half-finished roads in the region will be completed and connected to break the bottleneck at the road nodes.

(3) Build a high-level slow traffic network

A safe and smooth network of boulevards for commuting and living will be established; a high-level waterfront leisure road system consisting of two ring roads and seven strips will be completed; a high-standard and intricate design will be applied in key areas to construct a green multi-layer slower traffic system based on traffic hubs; small-scale street blocks which are densely deployed in key areas will be established.

(4) Improve cargo transport and dispatching system

A multi-layer cargo transportation system formed by primary transportation lines, secondary transportation lines and heavy-payload freight lines will be established to ensure the smooth transportation of goods.

Moreover, a double-level urban logistics system - consisting of public/professional logistics centers and terminal distribution networks - will be improved and promoted, supported by the development of a logistics information platform and smart logistics.

c) Promote intelligent traffic management service

(1) Enhance the supply of parking spaces and maintenance of parking facilities

It is required that the supply of supporting parking spaces should meet the requirements and exceed moderate levels; the public parking should be demand-oriented and a flexible adjusting mechanism for road parking spaces will be applied.

Additionally, the parking plan will be improved in key areas: culture and tourism sites should develop a parking system which is based on public parking lots and supported by temporary parking spaces on the road; key business circles should give full play to near parking lots and encourage stagger parking.

The sharing of parking resources and smart management will be enhanced by making full use of reserved parking resources and the investment and an operations platform for parking management.

(2) Enhance smart integrated development of the traffic industry

A smart platform providing integrated traffic information will be established.

The research and development of Mobility-as-a-Service technology will take precedence.

The Lin-gang Special Area will promote the construction of transportation infrastructure, the manufacture of transport equipment, the development of professional high-end modern logistics and the development of emerging modes in the transport industry.

The Lin-gang Special Area will pilot the large-scale, multi-modal operation of multiple types of smart network-connected vehicles and set relevant technical standards to build an exemplary smart vehicle operations zone at a national level.

(3) Encourage a green, multi-dimensional mode for shared transportation

The planning of charging facilities for electric vehicles will be improved, to ensure that all public transportation vehicles run on clean energy. The planning of terminal facilities for fuel cell vehicles will be initiated in advance.

A shared transportation platform with all forms of transport will be built, covering taxis, rental cars, online-hailed cars and share bicycles.

(4) Strengthen transport safety management and enhance maintenance of transport facilities

The capabilities and levels of maintenance will be elevated by promoting a smart, scientific and standard management.

Safety management and the emergency safeguard mechanism will be improved by establishing safety management, improving contingency plans, carrying out contingency drills and making detailed arrangements for traffic during important events.

The developing philosophy should always be people-centered, preventing emergencies in a scientific way, controlling the situation in an efficient way and regulating the matter in an effective way.
