How Lin-gang is using China's first employee-sharing platform

In order to cope with the increasingly complex global economic situation since the outbreak of COVID-19 and gather high-end talented personnel, Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone built a regional human resource sharing platform.

I. Main functions of the platform

Due to the outbreak in early 2020, the movement of people has been highly restricted, which has affected the normal production and operation of enterprises. The platform allows for flexible cross-enterprise employment, which helps enterprises resume work and promotes employment in Lin-gang Special Area.

1. Comprehensive research and accurate evaluation

The platform can conduct surveys on the resumption of work and production of enterprises in Lin-gang Special Area to understand the supply and demand of human resources of each enterprise. It then summarizes and refines information such as the type and quantity of work suitable for different employees and cooperates with well-known human resource companies to evaluate the possibility and operability of matching between positions and employees.

2. Precise matching and in-depth consultation

Through one-to-one, one-to-many or many-to-one forms, the platform allows enterprises to more easily assist each other by sharing employees. After the signing of the "shared employees" agreement, enterprises can choose employees after they undergo professional and competence tests on the basis of the voluntary registration of employees.

3. Whole-process management, control and guarantee

Before the "shared employees" begin work, pre-job training sessions will be carried out to help them adapt to their new positions. Interactive groups will be set up to better understand employees and help them solve any problems.

II. Results of using the platform

1. Supply and demand of human resources among enterprises has been shifted

The first companies to share employees using the platform were ABB Group and Laxieyu, a restaurant in Lin-gang Special Area. The platform has partly solved the shutdown and backlog problems faced by ABB's port-neighboring cargo storage and also saved Laxieyu from closing for good.

2. The flexible employment of human resources in Lin-gang has been rejuvenated

By the middle of March, the employment demand of 644 employees in 15 enterprises and the supply of 477 employees in four enterprises have been connected through the platform, including many key enterprises such as Haichang Ocean Park, and Yoshida Zipper.

3. Small and micro enterprises have been able to overcome crisis and boost growth

The platform has shifted the human resource management needs of enterprises and played a strong role in talent retention and attraction, especially for small and micro enterprises that are have been experiencing difficulties during the pandemic.
