Temporary Management Procedures for Government-purchased Services

The Ministry of Finance, the Ministry of Civil Affairs, and the State Administration of Industry and Commerce issued the Temporary Management Procedures for Government-purchased Services on Dec 15, 2014, effect as of Jan 1, 2015. The Procedures are contained in seven chapters and 39 articles and cover general rules, buyers, purchase content, means and procedures of purchases, budgets, financial management, performance and supervision, and supplementary items. The Ministry of Finance and other parties are responsible for interpretation.

Article 14 Unless other prescribed by laws and regulations, the following should be considered government-purchased services:

I. Basic public services. 

Services related to public education, labor and employment, personnel employment, social insurance, social relief, pension services, child welfare services, services for the disabled, veteran benefits and placements, health, population and family planning, housing, public culture, public sports, public security, public transportation, agriculture, rural area and farmer services, environmental governance, urban maintenance services that can be undertaken by social forces.

II. Social administrative services. 

Services related to community construction, social organization construction and management, social work services, legal aid, assistance for the impoverished, disaster prevention and relief, people's conciliation, community correction, floating population management, education and placement of released convicts, voluntary service operation and management and public welfare publicity that can be undertaken by social forces.
