The builders of a planned R&D facility and high-precision and high-strength piston rods plant, to be located in the Taixing Huangqiao Economic Development Zone – in Taixing city, in East China's Jiangsu province – obtained five construction permits in one hit on March 28.
But by the dint of the hard work and efficient services provided by the zone's project services department, which coordinated with the Taixing administrative examinations and approvals bureau, it only took three and a half hours to process the papers.
These comprised certificates for construction drawing reviews, construction safety approvals, supervision of the construction project quality, the safety supervision procedure completion notice and the construction permit itself.
"The smooth completion of the certificates provided a solid guarantee that the project would start construction on the morning of March 29," said project leader Han Kehong.
Three days before the procedures were processed, the zone held a meeting, in collaboration with the Taixing administrative examinations and approvals bureau, the Taixing bureau of housing and urban-rural development and the local design institute. At it, they exchanged views on the approvals process and other key issues.
On the day before the procedures were to be processed, staff from the zone's project services department cooperated with people responsible for the project. They worked overtime to help prepare online and offline declaration procedures – speeding up the pace of the project's commencement.
