Zhao Jiangtao, of the Mongolian ethnic group, was born in Horqin Right Wing Middle Banner. Zhao, who has a master’s degree, joined the Communist Party of China in July 1984, and started working in August 1984. Zhao was elected mayor of Baotou at the first plenary session of the 15th Baotou Municipal People's Congress Standing Committee on Jan 10, 2018.

Zhang Jianzhong, born in Xinzhou, North China’s Shanxi province, has a master’s degree. Zhang started working in August 1991 and joined the Communist Party of China in September 1996. Zhang was elected executive deputy mayor of Baotou at the first plenary session of the 15th Baotou Municipal People's Congress Standing Committee on Jan 10, 2018.
