Member Qiu Zhigang explores new frontiers in low-altitude economy

Qiu Zhigang, member of the Chinese People's Political Consultative Conference's Inner Mongolia Autonomous Regional Committee and chairman of Inner Mongolia Gening Aviation Group, has long been committed to the general aviation sector, aligning corporate growth with the region's high-quality development and actively advancing the low-altitude economy through research and policy advice.

In 2025, Qiu conducted field studies in provinces including Sichuan and Shandong to learn from advanced practices, while also carrying out in-depth research at the grassroots level within the region. His work focused on airspace management mechanisms, infrastructure gaps, and user needs, laying a solid foundation for targeted policy proposals.

Based on these efforts, his proposal to promote the diversified development of the "low-altitude economy+" was listed as a key proposal for 2025. Regional transport and education departments responded positively, helping translate several recommendations into concrete policy measures. He also submitted a proposal for Tongliao Airport to be designated as an aviation port, supporting the related approval process.

Qiu's commitment extends beyond policy advice. In recent years, he has supported students in need, funded rural road lighting projects, and donated drones for public-interest initiatives, with his total donations exceeding 1 million yuan ($142,857). Last year, he also facilitated cooperation between his company and Mongolian enterprises, advancing the entry of Chinese-made aircraft and aviation equipment into overseas markets.

As the annual regional "two sessions" approach, Qiu is refining new proposals on low-altitude infrastructure planning and aviation emergency rescue systems. "I will continue to explore the new track of the low-altitude economy and actively fulfill my responsibilities, contributing wisdom and strength to the region's high-quality development," he said.
