Yang Yujian, deputy to the Guizhou Provincial People's Congress, is the director and chief physician of the Obstetrics Department at People's Hospital of Anshun City in Guizhou province.
At the second plenary of the 14th Guizhou Provincial People's Congress currently underway in Guiyang, Yang said that medical quality is essential to clinical diagnosis and treatment, and medical quality control is of utmost importance to the healthcare industry.
According to the requirements of the National Health Commission and Guizhou Provincial Health Commission, the main tasks of the clinical quality control centers are to develop relevant professional quality control procedures, standards, and plans, and to be responsible for the implementation of quality control work under the guidance of the provincial health departments.
The centers are also required to publish professional assessment plans, quality control indicators, and assessment results with the approval of the provincial health departments, establish professional quality control networks, and guide the work of quality control institutions at the city and county levels to establish professional information databases.
Currently, only a few of the 64 clinical quality control centers in Guizhou have established quality control systems and assessment indicators, and are able to regularly carry out quality control work.
Most of the quality control centers are still in the early stages of construction or undergoing improvements, with specific quality control systems and assessment indicators still being formulated. Network construction and information databases have just started and cannot fully carry out quality control work.
Yang suggested that Guizhou Provincial Government's main management departments take the lead in organizing and coordinating relevant departments to establish a quality control indicator system, improve diagnosis and treatment standards, implement quality control measures, and form a system of hierarchical management, accountability, mutual cooperation, and coordinated development quality control.
