It is positioned as the innovation zone for digital finance and digital culture. To the south of Junnan Street, a commercial office functional area is planned to be formed, while a comprehensive supporting area is poised to be built to the north of the street.

The density of the road network in the northern area is set to be about 12.61 km per sq km. Six interchanges are set to be newly built, along with three bus terminals and eight bike parking spots.

Construction of overbridges, arcades on the ground, and underground passages is scheduled to be promoted to facilitate pedestrians' traveling across the Tangxia River and Huangpu Avenue and between the northern and starting areas of the Guangzhou International Financial City.
