The Ministry of Industry and Information Technology has recently announced a list of national-level special industry clusters for small and medium-sized enterprises (SMEs). Baiyun's cosmetics industry cluster has made the list.

The district has established a cosmetics industry agglomeration zone that integrates headquarters, production, sales, research and development, design, exhibition, trading, and testing, making it Guangzhou's first district to possess a complete cosmetics industrial chain.

There are nearly 1,300 cosmetics production enterprises (excluding raw materials and packaging materials) in the district, accounting for approximately one-fourth of the national total, one-half of Guangdong, and two-thirds of Guangzhou.

Over 4,200 cosmetics enterprises and 327,000 kinds of cosmetics have been effectively registered, accounting for nearly one-fourth of the national total. In 2022, the total output value reached 10.71 billion yuan ($1.47 billion), with an average annual growth rate of 22.12 percent in the past three years.

In addition, Baiyun has signed cooperation agreements with 22 universities and research institutions, forming more than 145 convertible cosmetic raw material achievements and 840 cosmetic formulas.
