The 5th Forum on China-Africa Local Government Cooperation opened in Guangzhou, Guangdong Province, on July 9. 

Rose-Marie Stella Hoareau, Minister for Local Government and Community Affairs in Seychelles, said she saw the possibility of sending Seychellois professionals to Chinese universities for further education, with the establishment of the talent exchange mechanism.
