Notification on Enhancing COVID-19 Containment Measures (No. 34)

To implement the guidelines of preventing imported cases and a domestic resurgence, carry out a dynamic zero-COVID policy, and effectively protect residents' safety and health (in line with developments in the international and domestic epidemiological situation and characteristics of the Omicron variants), we are announcing the following COVID-19 control and prevention arrangements:

1. Enhanced inbound visitor management. Inbound travelers are required to undergo 7 days of centralized quarantine plus 3 days of home health monitoring. During the 7-day centralized quarantine period, a PCR test will be conducted on the 1st, 2nd, 3rd, 5th, and 7th days. During the 3-day home health monitoring period, a PCR test will be conducted on the 3rd day. At the end of the centralized quarantine, inbound travelers shall take a PCR test, and sample testing will be conducted on objects as well as the environment. If all tests are negative, the inbound travelers will be transported from the centralized quarantine facility to their residence using a designated vehicle. Inbound travelers shall resume normal activities upon completing the 3-day home health monitoring and obtaining a negative PCR test result.

2. Enhanced visitor health management (for those from places with local COVID-19 outbreaks). People who travelled from cities that reported local COVID-19 cases within the past 7 days are required to take a PCR test within 3 days after arriving in Guangzhou. Visitors to high-risk areas within the past 7 days are subject to 7 days of centralized quarantine, and a PCR test will be conducted on the 1st, 2nd, 3rd, 5th, and 7th days. People with exposure to medium-risk areas within the past 7 days are subject to 7 days of home quarantine, and a PCR test will be conducted on the 1st, 4th, and 7th days. Those without a residence that meets the criteria for home quarantine will undergo centralized quarantine. People who travelled from low-risk areas (other areas of the county/city/district/banner where medium- and high-risk areas are located) are required to complete 2 PCR tests within 3 days (with an interval of 24 hours). People must circumvent crowded places, avoid unnecessary use of public transportation, and closely monitor their health status before obtaining two negative results. People should quickly seek medical attention if they feel unwell. The management period shall begin when people depart from risk areas.

3. Strict home health management. During home health monitoring, residents must take their temperature once in the morning and once in the evening. Residents must cooperate with staff to take PCR tests. During home health monitoring, residents should remain in their residence and not return to work or school. Exceptional circumstances notwithstanding, such as seeking medical attention, residents must take appropriate personal disease prevention measures, including wearing N95 or KN95 masks and avoiding using public transportation. If residents experience symptoms such as fever, cough, and/or smell and taste disorders, they should immediately report this information to community staff and cooperate with them to seek medical assistance at a designated hospital.

4. Enhanced personal protection and travel history reporting. Residents are advised to continue to take appropriate personal disease prevention measures and practice good hygiene protocols including properly wearing up-to-standard masks, washing hands frequently, ensuring good ventilation, and practicing social distancing. Residents should actively comply with the COVID-19 containment requirements of different places and venues, including temperature measurement, scanning/presenting their health code, etc. Visitors from border cities outside Guangdong Province are required to hold a negative PCR test report obtained within 48 hours. Visitors from the county/city/district/banner of medium- and high-risk areas (including areas placed under medium- and high-risk administrative measures) are required to faithfully provide their itinerary in Guangzhou and declare their health information on the Suikang or Yuekang Mini-programs prior to their arrival. They should undergo health management in accordance with relevant COVID-19 control and prevention requirements. People whose travel history overlaps with the published whereabouts of reported local COVID-19 case(s) and those with exposure to a district /county that reported local COVID-19 case(s) must voluntarily report to the community/village, employer, or hotel within 12 hours. They should also comply with all health management measures.

5. Enhanced containment measures at places with high exposure risk. For places with a high exposure risk, such as stations, ports, airports, wharfs, public transportation (buses, trains, airplanes, and subways), logistics parks, PCR test sites, farmers'/wholesale markets, hotels, shopping malls, supermarkets, fitness centers, leisure facilities, hair salons, public bathhouses, theaters, sports venues, libraries, museums, galleries, cardrooms, enclosed cruise ships, murder mystery game centers, postpartum care centers, product showrooms, customer support centers, convention centers, places of worship, and other venues that are crowded, enclosed and are prone to cluster outbreaks, the cleaning, ventilation, and disinfection of these public areas must be enhanced. Designated staff should be placed at entrances to take temperatures and verify health codes. Place codes must be scanned and masks worn properly.

6. Enhanced COVID-19 containment measures on public transportation. Subway and bus passengers must have their temperatures taken, present their health codes, and wear masks. Passengers who take taxis or vehicles ordered through online car-rental apps at Baiyun Airport and railway stations (Guangzhou Railway Station, Guangzhou East Railway Station, Guangzhou South Railway Station, Guangzhou North Railway Station, Qingsheng Station, and Xintang South Station, etc.) must present their health codes and wear masks. People without a green health code are not allowed to use public transportation. The relevant staff must take appropriate personal disease prevention measures.

The above containment measures will be adjusted on a dynamic basis in line with COVID-19 risk evaluation results and the requirements of governing authorities. If there are any inconsistencies with previous notifications, stipulations in this notification shall prevail. This notification will take effect from the date of its release.
