Projects declaration for Guangzhou industries' leading talents

In order to carry out Guangzhou's talent strategy and give full play to the leading role of industry leaders in attracting high-end industries and achieving high-speed economic development, Guangzhou has been selecting and supporting a number of leading talents and teams from key industries since 2016. In that year, Guangzhou launched the Talent's Green Card. Now related matters for project declarations and applications for the Talent's Green Card in 2017 are announced as follows:

I.Project category

(i)2017 Guangzhou entrepreneurial leadership team special. Focus on introducing and supporting 10 leadership teams from key industries, including new generation of information technology, artificial intelligence, biology and health, commercial exhibitions, financial insurance, modern logistics, air shipping, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, major equipment and robotics, and cultural creativity.

(ii)2017 Guangzhou innovative leadership teams special. Focus on introducing and supporting 10 leadership teams from key industries, including new generation of information technology, artificial intelligence, biology and health, commercial exhibitions, financial insurance, modern logistics, air shipping, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, major equipment and robotics, and cultural creativity.

(iii)2017 Guangzhou innovative leading talents special. Focus on introducing and supporting 20 leading talents from key industries, including new generation of information technology, artificial intelligence, biology and health, commercial exhibitions, financial insurance, modern logistics, air shipping, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, major equipment and robotics, and cultural creativity.

(iv)2017 Guangzhou innovative and entrepreneurial service leading talents special. Focus on supporting 10 high-end talents in the service industry who can use modern scientific knowledge and methods, analyze methods and experience, information and other factors to provide social and professional service for science and technology enterprises, or who have made outstanding contributions to reducing the cost of innovation, promoted innovation and the transformation of scientific and technological achievements.

(v)2017 Guangzhou outstanding industrial talents subsidy special. To reward 30 industrial talents who have made great contributions to key industries, including new generation of information technology, artificial intelligence, biology and health, commercial exhibitions, financial insurance, modern logistics, air shipping, new materials, new energy, energy conservation and environmental protection, automobile, fine chemicals, major equipment and robotics, and cultural creativity.

(vi)2017 Guangzhou special subsidies for industrial development and innovative talents. To reward 1,000 high-end talents who have made outstanding contributions to the development of Guangzhou's key industries and independent innovation in the past year. To reward 2,000 urgently needed talents who have been engaged in core business enterprises.

(vii)2017 special subsidy for Guangzhou enterprises that have made outstanding achievements in introducing talents. To reward enterprises and human resources service organizations that have made outstanding achievements in introducing talents in 2016.

(viii)2017 Guangzhou project fund for industrial leading talents special. To subsidize leading Guangzhou industrial talents who were selected in technological and talent projects above provincial level and received a capital subsidy in 2016.

(ix)2017 special subsidy for training of talents in Guangzhou enterprises. To subsidize 10 advanced seminar projects for senior executives or professionals from Guangzhou enterprises.

(x)2017 special subsidy for an international training project for talents from Guangzhou enterprises. To subsidize 50 senior executives or professionals to participate in international training.

(xi)2017 Guangzhou postdoctoral international training program. To subsidize 30-35 postdoctoral researchers to go abroad for further study.

(xii)Application for Talent's Green Card of Guangzhou municipality. To issue green cards for outstanding domestic and foreign talents who work for startup businesses in Guangzhou, but who do not have residence registration. The green card can be a certificate for a talent’s residence and work, providing relevant benefits.

II.Implementation

The declaration of Guangzhou industrial leading talents' projects and talent's green card applications are organized by Guangzhou's leading group of personnel work.

The declaration of categories of (Ⅰ) (Ⅱ) (Ⅳ) (Ⅴ) (Ⅷ) are organized by the Guangzhou science technology and innovation commission.

The declaration of categories of (Ⅲ) (Ⅵ) (Ⅶ) (Ⅸ) (Ⅹ) (Ⅺ) and the issue of Talent’s Green Cards are organized by Guangzhou municipal human resource and social security bureau. 

Ⅲ.Relevant matters

(i)All the projects can be declared since June 15, 2017. (ii)The talents (teams), enterprises and organizations that are eligible for the qualifications are welcome to declare projects or apply for the Talent's Green Card based on the declaration (application) guide.
