The 2016 Convention on Exchange of Overseas Talents and the 18th Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS) will be held at Guangzhou Baiyun International Convention Center from December 21 to 22, 2016. As the largest overseas talent exchange platform of the highest level and widest influence of China, 2016 OCS is themed on “Gather talents, realize dreams and create the future”. It has attracted more than 7,000 participants. The event will give full play to the function of the state-level talent introduction platform to attract talents, and better services for Guangzhou's efforts of accelerating the national central city construction, and construction of Guangzhou's three international strategic hubs and "three centers and one system".

Enthusiasm: attracting more than 1800 overseas doctors

With extensive publicity and the brand advantages of the Chinese Guangzhou Convention of Overseas Chinese Scholars in Science and Technology, the convention has been properly prepared and attracted a great number of overseas talents and aroused strong interests of participation. Up to now more than 3,000 overseas talents have registered for participation, of which more than 60% hold the overseas doctorate. More than 220 experts under the "1000-talent Plan" of China will be present with technology projects and more than 100 high-end technology projects from the Commonwealth of Independent States (CIS) will attend the event.

The 2016 OCS consists of the overseas talent recruitment, summit forum, exhibition, project matching, promotion and release, and field investigation, helping talents realize their dreams by providing precise services in the whole process and building a whole-chain talent service platform.

Innovation: Breaking the territory limits and attracting global talents

The upgraded OCS will show new changes on the following three aspects:

First is to continuously enlarge the coverage of foreign talent introduction, break the territory limits, evaluate talents not by merely the education background, expand participants from mainly the overseas Chinese students to all overseas talents, including the high-level talents of foreign countries, Hong Kong, Macao and Taiwan, and outstanding overseas Chinese.

Second is to further give play to the forces of the ministries and commissions of the central government and the local governments, mobilize resources of all circles, innovate in the convention means, make good use of Internet to hold online and offline activities to build an ever-lasting OCS brand to further improve the convention quality.

Third is to enhance the talent and project precise matching and settlement.

The OCS has highlighted the following five "focuses":

First is to focus on the national strategy to recruit talents across the globe;

Second is to focus on innovation and entrepreneurship and build the achievement transfer matching platform;

Third is to focus on the current hotspots to build a domestic and overseas elite summit forum;

Fourth is to focus on co-sharing and win-win results to fully guarantee participation of brother provinces and municipalities;

Fifth is to focus on the development of south Guangdong Province and exhibit the latest achievements of reform and development of Guangzhou.

"Precise positioning", positioning on the state-level overseas talent exchange convention to serve the innovation-driven development strategy of China;

"Precise matchine", making comprehensive analysis of the market demand, talent demand and making good use of the online and offline activities to match projects and talents;
