Chen Changsheng

Chen Changsheng, male, Dai ethnicity, was born in August 1976. He holds a postgraduate diploma and a doctorate degree in economics. He is a member of the Communist Party of China and a research fellow.

He is currently Vice President (Vice Minister) and a member of the Party Leadership Group of the Development Research Center (DRC) of the State Council.

He served as Deputy Director and Director of the first research division of the Department of Macroeconomic Research of the DRC, Deputy Director-General and Director-General of the Department successively, from July 2008 to July 2023. 

He is a leading researcher of philosophy and social sciences under the national "Ten Thousand Talent Support Plan", an expert entitled to the Special Allowance of the State Council, and China's Outstanding Celebrities.

He is mainly engaged in policy studies in the fields of macroeconomics, fiscal and tax systems, and monetary finance. He is also a spokesperson of the DRC and head of big data research for macro decisions.

He has long been participating in drafting the documents for the Central Economic Work Conference, chaired various policy study programs assigned by the central government, and undertaken major research projects as well as international cooperation projects.  

His academic works include From Poverty to Prosperity: AC Theory on Explaining China's Miracle in Economic Growth and its International Feasibility; Digital Megascope: Reform on Macro Management in the Digital Age; Changing Cities and Migrant People; Digital Service Tax; and From Anti-Crisis to the New Normal, etc.  

He has published a series of academic papers in China's core periodicals, such as the Economic Research and The Management World.
