Abstract: The building of new-type think tanks with Chinese characteristics has made remarkable progress in recent years. For instance, various types of think tanks have been formed with increased study ability and influence both at home and abroad. However, in view of the functions and roles played by think tanks, their major job is to provide options for the central government in the course of policy-making. Facts show that their studies on key and strategic issues are insufficient, the surveys conducted by them are inadequate and the innovation on institutional arrangements is impotent and these defects have restricted their efforts to render a better service for policy-making work. Facing the new requirements posed by the new development phase, think tanks need to focus on the improvement of their policy-making service capability, center their research on long-term and strategic issues, build up the fundamental capabilities and enhance the quality of policy-making service. Besides, they need to innovate the institutional arrangements for the building and management of think tanks and further enrich their overall strength to accelerate the development of new-type think tanks with Chinese characteristics so as to afford outstanding service in terms of policy-making for various Party and government departments at all levels.
