Abstract: Since the launch of Beijing-Tianjin-Hebei Coordinated Development Strategy, great progress has been made in three major fields, such as integrated transportation, environmental protection, and industrial upgrading and relocating. However, the development gap between these areas, especially between Beijing and Hebei, has not been mitigated. Speeding up the development in Hebei province so as to narrow the regional gap has become an important task for Beijing-Tianjin-Hebei coordinated development. Focusing on the growth power of coastal areas in Hebei province, this paper puts forward the following policy options. First, it illustrates the importance of coastal areas’ development for Hebei’s overall economic development from the perspectives of growth contribution, position conditions and growth potential. Second, in terms of geological position, transportation infrastructure, industrial structure, major cities and opening-up, it analyzes the factors influencing the role of coastal areas in developing and stimulating the development of surrounding areas. Finally, from the overall regional planning, integrated development within Hebei province, industrial transformation, the building of major cities and reform and opening-up, this paper suggests that the development of coastal areas in Hebei province be accelerated in a bid to spur on the across-the-board development of Hebei province.
