Policy Options on Addressing Problems in China’s Urban Upgrading in the 14th Five-Year Plan Period (No.403, 2021)

Abstract: Since the launch of the 13th Five-Year Plan (2016-2020), China’s medium- and large-sized cities have shifted from expanding scales to improving the growth quality, efficiency and upgrading of development through tapping into the growth potential and making transformation. As local governments renovate relevant concepts and operation modes, government-led, market-oriented and government-market cooperation upgrading modes for urban areas have taken shape. However, efforts are needed to strike a balance on different values in urban upgrading, maintain social equity in the distribution of rights and interests, promote joint efforts for urban upgrading through social co-governance, and properly coordinate the development of the property sector and real industries. To promote China’s urban upgrading during the 14th Five-Year Plan period (2021-2025), the authorities need to enhance the awareness of importance on urban upgrading relating the values of the society, economy, culture, and ecological environment respectively, improve the mechanisms for the adjustment of interests in urban upgrading, develop co-governance systems and encourage urban upgrading trials.
