Abstract: Establishing an analysis system on the impact of environmental supervision is an urgent need to improve the quality of environmental supervision, an important part of the government regulation reform, and an institutional guarantee for the scientific, comprehensive and accurate implementation of the Central Government’s environmental protection decisions. With the reform of pollution and carbon emission reduction and ecological environment management entering a new stage, the 14th Five-Year Plan period is a window period of reform to establish this system. China has made pilot practice on the analysis system relating to the impact of environmental supervision and has met with some problems including the lack of legal protection, unsound supervision mechanism and insufficient ability. To solve these problems, efforts should be made in the following aspects. First, we need to formulate laws and regulations to clarify requirements for the environmental supervision impact analysis. Second, we need to improve the implementation mechanism of supervision impact analysis, carry out the analysis mainly by regulators, and encourage and standardize the third-party assessment. Third, we need to clarify the content of the analysis, improve systematic analysis guidelines, and strengthen prior assessment of major environmental policies. Fourth, we need to establish a training system to enhance capacity building on environmental supervision impact analysis.
