Abstract: The evolution of global migration shows that the scale of skilled migration of the U.S., Germany, the U.K. and Japan has taken the lead in the world, which is mainly ascribed to their sophisticated and complete legal system for skilled migration. These countries have accumulated rich experience in exploring and improving migration management systems, such as continuously optimizing the migration legal system, adopting open and inclusive migration policies, promoting the multiple participation in migration program and improving the mechanism of social integration for migrants. These measures have fully motivated high-level talents for migration and provided helpful implications for China to improve its skilled migration system and advance the introduction of high-level talents. In the new era, China needs to actively draw on the experience of the above-mentioned four countries’ success relating to skilled migration systems. It is necessary to accelerate the improvement of related laws and regulations, migration policies and managerial service systems, advance the progress in migrants’ social integration and cultivate an attractive and globally competitive institutional environment to bring in high-level talents to China.
