Abstract: The whole process of engineering construction projects involves the measurements of planning, land, fixed assets, among others. In this regard, multiple measurement integration reform, as the major part and key link of engineering project construction administrative approval system reform, plays a vital role in further deepening the reform to streamline administration, delegate powers and improve regulation and services, as well as optimizing the business environment. In recent years, in face of the problems loomed up in construction projects including excessive entrustments, repeated and time-consuming measurements with expensive charges, relevant departments in various places have made proactive efforts in exploring measures to promote multiple measurement integration reform. By policy comparative analysis and interviews with entrepreneurs and experts, we made in-depth research and investigation in six national business environment innovation cities, that took the lead in conducting pilot practices, including Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou, and Shenzhen. The field survey was focused on their progress and existing problems in pushing ahead with the reform. By targeting at unifying measurement and mapping standards, Hangzhou made efforts to foster a model with a unified standard throughout the whole process; Shanghai strived to promote the reform model by integrating measurement and mapping institutions so as to offer one-stop solutions. To this end, this paper suggests that work be done to further deepen multiple measurement integration in the following aspects. One, the technical specifications and outcome standards need to be unified; two, the typical experience needs to be replicated and promoted; three, the responsibilities of measurement and mapping institutions for service quality need to be strengthened; four, the ongoing and ex-post supervision needs to be intensified; five, a competitive and open market for measurement and mapping services needs to be established in an accelerated fashion.
