Difficulties in and Countermeasures for Promoting Green Transformation in China’s Resource-Based Cities (No.261, 2021)

Abstract: Resource-based cities are China’s key energy and resource bases, which provide major support for sustainable and sound development of national economy. The green transformation of resource-based cities is important for accelerating economic restructuring, driving high-quality urban development, promoting coordinated regional development and enhancing ecological environment. Affected by international market fluctuations, resource reserve and environmental protection, the green transformation of global resource-based cities has become a major trend across the board. However, China’s resource-based cities are facing some difficulties such as insufficient institutional mechanisms for green transformation and weak foundation for urban transformation. Besides, China will, in resource-based cities, strive to fulfill the goals of achieving peak carbon dioxide emissions and carbon neutrality. In the new phase of development, we need to move faster to improve top-level design for green transformation of nationwide resource-based cities, address common problems in green transformation of the cities through relevant institutional mechanisms and policies, promote differentiated development of various resource-based cities in light of local conditions and explore new approaches toward cities’ green transformation through urban renovation projects.
