Abstract: National land space governance, as an integral part of China’s governance system, is crucial to ensuring national security and contributing to high-quality economic development. Together with governance of resources, environment and ecology, it is one of the major components of ecological civilization. The 14th Five-Year Plan period is a historic phase for China to shape its land space governance system and enhance its capability in this regard. To realize both goals, this study analyzes the main problems in China’s existing land space governance from the institutional perspective in a bid to improve the country’s mechanisms for spatial planning and coordinated and effective use of space. To ensure efficient development and effective conservation of land space and pursue differentiated and synergetic development between regions, this study puts forward the key tasks and supporting measures for enhancing China’s spatial governance system and capability during the 14th Five-Year Plan period as policy options for scientific spatial planning and regulative arrangements.
